I would recommend either Normal or Nemesis, leaning more towards Nemesis especially if you've played Shadow of Mordor beforehand. Furthermore, if you choose Normal and find it's too easy,go to Nemesis. Definitely don't go on Gravewalker.

War is definitely a better game overall hands down. The nemesis system expands so much from the previous system. So in that as aspect, war beats mordor. The stories are connected. War continues where mordor left off. I think this depends on how important story is to you. Are you willing to go through 30 hours of gameplay just for story?
I personally like the look and fighting mechanics of SHADOW OF MORDOR waay better than SHADOW OF WAR. To me it was more of a challenge to learn to fight and you had to be more precise. The newer one seems more super mario mainstreamish to me.

Shadow of Mordor Isn’t like the souls series at all man. It’s a fuckin great game though. The whole nemesis system is great. Just all around a really fun game. I bought it the day it dropped. I would play shadow of war though better. It really outdid itself. It improved on everything shadow of mordor kind of lacked.
This is coming from someone who loved Shadow of Mordor. Shadow of War's combat is much better, you can have many builds based on not only your skills but what gear you have. SOM only had upgrade paths for everything, your skills, weapons, and stats like health, focus, and arrows. SOW bases this all on the choices you make when picking skill
